Public plans, policies, data and institutional knowledge are essential. Yet priorities often lose momentum before they become scoped, fundable and executable projects.
There may be a useful connection between public-sector intelligence and the practical work of translating an ambition into evidence, choices, readiness and implementation.

What it could look like
A municipal project-readiness brief could bring plans, legislation, project information and dependencies into a cited view for decision-makers.
A Living Plans pathway could carry a priority from strategy into a preliminary concept, feasibility, risk and funding-readiness pack.
For a specific mandate, the work could also involve a knowledge base, workflow map, prototype agent, evidence-linked report, QA process, implementation playbook or managed operation.
Any delivery model would be shaped later. It might be jointly branded, white-label, subcontracted or something else entirely.
